Based on Cuphead, Bill is one of the Waiters of Archiocho Bar. He’s a Mischievous tiny guy that trouble seems magnetically attracted to. He seriously cannot go two hours without getting into a fight. He’s a fun loving guy, though his anger and tendency to think of nothing but himself tend to get him into trouble. Just like Cups, he’s the type to Go first, think later.
